White House Highlights of Phased-In Healthcare Reforms to Benefit Texans

  1. On Medicare a $250 tax-free rebate to help offset the cost of hitting the so-called “donut hole” in Medicare drug coverage for almost 42,000 senior Texans, that will be implemented through 2020
  2. Eligibility of all Medicare enrollees for preventive health services such as colorectal cancer screenings, mammograms and annual wellness visit without co-payments, coinsurance or deductibles.
  3. Uninsured Texans with pre-existing medical conditions are covered with additional  $493 million federal funding for this benefit.
  4. Roughly 161,000 Texans under age 26 are guaranteed continued medical under their parents’ employer-provided health care plans.
  5. No lifetime limits on the coverage that can be imposed by insurance agencies which will impact 11.8 million residents with private insurance coverage. Gone will be the worries when coverage runs out and catastrophic out-of-pocket costs occurs.
  6. No denial of coverage  to children with  pre-existing condition,
  7. Allow plan members in new plans to choose any participating primary care provider
  8. No required prior authorization for women needing OB-GYN service
  9. Increase of federal funding to 318 existing Community Health Centers  as well as support construction of new centers.
  10. Addition of $1.5 billion over five years to the National Health Service Corps to fund scholarships and student loan repayments for doctors, nurses and other health care providers who will opt to work in underserved areas which will impact 12 % of Texas’ residents in these areas.
